Moderation, in this proposal, consists of a hybrid between Slashdot like voting and tagging.  Like tagging, new and multiple tags can be assigned to an item.  Like Slashdot moderation, a voting tally is kept.

For our purposes each item maintains a collection of tags which have been attributed to the item.  The id of each user which attributed a specific tag to the item is also maintained for vote counting.  (This provides for counting unique votes for each tag.)  The attributed tags along with their vote counts are displayed with the item.

A user can attribute any pre-existing tag or create a new tag to attribute to an item.  The user can also vote against a tag attributed to an item (again at most one vote per id is logged.)  A positive and a negative vote for a tag by the same user will cancel out.
